1) Newly installed cable lines must undergo an acceptance inspection and complete acceptance procedures before they can be put into operation.

2) For cables that have experienced a power outage for more than one week but less than one month, their insulation resistance must be measured with a megohmmeter before being recommissioned. The insulation resistance must not decrease by 30% compared to the previous test record (at the same temperature). Otherwise, a DC withstand voltage test must be performed. For cables that have experienced a power outage for more than one month but less than one year, a DC withstand voltage test must be performed at half the preventive test voltage.

3) For cables with re-terminals, intermediate connectors, or newly installed intermediate connectors, the phase position must be verified, the insulation resistance must be measured with a megohmmeter, and a withstand voltage test must be performed. Only after all tests pass can the cables be allowed to resume operation.
